The Seoul city government will add Chang-dong, Sang-gye, Gangnam, and Jamsil to the areas targeted for urban management-type redevelopment projects.
On the 13th, the Seoul city government noted that as part of deregulation efforts that began in January, it will enhance regulations in the dwellings and construction sectors.
As the 139th deregulation measure, the government will expand the targets for urban management-type redevelopment projects to realize innovative urban space and eliminate height restrictions. Urban management-type redevelopment projects are initiated to ensure efficient use of land in commercial and industrial areas and to restore urban functions and improve the environment in city centers.
The Seoul city government will induce large-scale complex development and expand public spaces to revitalize aging urban centers by adding the metropolitan centers of Chang-dong, Sang-gye in the northeast, Gangnam city center, and Jamsil metropolitan center to the targets for urban management-type redevelopment projects.
Considering the hierarchy of urban centers, the government will relax standard height requirements and eliminate the maximum height to create diverse landscapes. The Yeongdeungpo city center will remove the standard height requirement to promote development as a new growth hub. Metropolitan centers and the Mapo and Gongdeok areas will have a standard height set at 150 meters, while other regional centers will have a standard height of 130 meters, thereby easing regulations.
To seek ways to introduce and activate senior dwellings, incentives will also be introduced. When introducing senior welfare dwellings that account for more than 20% of the above-ground floor area, incentives such as allowing a maximum floor area ratio of 200% and an additional height relaxation of 30 meters will be granted.
The floor area ratio system for urban management-type redevelopment zones, which are lower than that of general areas, will also be reasonably changed to encourage large-scale complex development. The permitted floor area ratio for commercial and quasi-residential areas will be increased by 10%, and the quasi-industrial areas will reflect improvements in the system.
Deregulation measure 140 addresses the 'improvement of damages from the SH new contract purchase rental housing project.' When the Seoul Housing and Communities Corporation (SH) was designated as a development area after the contract for the new purchase rental housing project was signed, it was classified as 'unpurchaseable dwellings,' causing losses to the operators.
The Seoul city government decided that for sites approved for construction before development projects, even if included as development areas, SH Corporation will allow the purchase of dwellings to preemptively block factors leading to losses for operators.
A deregulation measure 141 will also be implemented to alleviate the difficulties faced by the construction industry due to financial difficulties. When calculating the construction costs related to landscaping work, expenses for water and water truck transportation required for watering will be included in the construction costs. Due to repeated watering during the hot summer months and the associated water and transportation costs, the construction industry faced difficulties, but this regulatory improvement is expected to significantly reduce financial burdens.
