The area around Changsin-dong in Jongno-gu, which was selected as the first 'urban regeneration project' but could not be developed in the past, will be transformed into a neighborhood with over 4,500 apartment units. The Sinbanpo 19th and 25th apartments in Seocho-gu will be redeveloped into an apartment complex with 629 units through integrated reconstruction.
On the 18th, the Seoul City government announced it amended and approved the designation of redevelopment areas and plan for the housing maintenance type redevelopment project at Changsin-dong 23-606 and Changsin-dong 629 during the 7th Urban Planning Committee's subcommittee meeting. In the Changsin-dong 23-606 area, 2,667 dwellings will be created (including 325 rental units), and in the Changsin-dong 629 area, 1,875 dwellings (including 229 rental units) will be established.
The two sites, surrounded by Naksan Mountain and the Hanyang City Wall, are in a hilly area where steep hills have contributed to poor transportation and residential environments. Since 2007, a New Town (reconstruction promotion project) was pursued, but it was removed from the promoted district designation in 2013. After being designated as a leading area for urban regeneration, dissatisfaction among residents accumulated due to insufficient improvements in living conditions. Subsequently, in 2022, the sites were selected as candidates for rapid integrated planning, and the maintenance project was reinitiated.
The plan is to establish an urban residential complex with 4,542 units, incorporating diverse specialized plans for the main buildings, including high-rise tower types and terrace house types. The Seoul City government has secured harmonious complex arrangements and sight axes by utilizing various scenic resources, such as Naksan and the Hanyang City Wall. It also plans to improve transportation convenience between the east and west by connecting the area around Changsin-dong 23-2, which is already designated for maintenance, and public pedestrian pathways.
The 'Urban management plan changes for the Sinbanpo 19th and 25th reconstruction, including modifications to the maintenance area and plans' were also amended and approved during the same subcommittee meeting. This project is a consolidation of the Sinbanpo 19th (242 units) and Sinbanpo 25th (169 units) located in Jamwon-dong, along with Hanshin Jinil (19 units) and Jamwon CJ Apartments (17 units). It will be reconstructed under a floor area ratio of less than 300%, with a maximum height of 180 m and seven buildings totaling 629 units (75 rental units).
The Sinbanpo 19th and 25th apartments developed separate maintenance plans in 2018 and 2022, respectively. Later, they changed direction towards integrated reconstruction at the end of 2022. After residents applied for the rapid integrated planning advisory project (fast track) last November, it passed the urban planning committee review within nine months. The Hanshin Jinil apartment (floor area ratio 252%) and Jamwon CJ (249%) are single-occupancy apartments situated on plots of approximately 1,000 square meters, and due to high floor area ratios, reconstruction was challenging on their own.
The proposed changes to the maintenance plan for the reconstruction of the Hyundai Apartment in Mia-dong, Gangdong-gu, also passed the municipal committee. The aging apartment, built in 1986 and comprising 524 units, will be transformed into a maximum of 49 stories and 952 units (125 rental units). It is near the Godeok Station on Line 5 of the metropolitan subway and the soon-to-be-completed Han Young Foreign Language High School Station on Line 9. In the vicinity of Godeok Station, the Myeongil Shindong-A apartment in Myeongil-dong, built in 1986, will also be reborn as a maximum of 49 stories and 947 units (135 rental units), currently comprising seven buildings with 570 units.
In Dongjak-gu, the designation of the redeveloped area for the Bon-dong district (around Bon-dong 47) has been completed. A residential complex with 1,080 dwellings (252 rental units) will be established in the targeted area. The application of performance correction factors has increased the sale units from 750 to 828. The area around Jongam-dong 125-35 in Seongbuk-gu will be redeveloped into a maximum of 22 stories, with 14 buildings and 854 dwellings (133 rental units).
