The Seoul Metropolitan Government will increase the standard floor area ratio in the redevelopment promotion plan to a maximum of 30%, and raise the legal upper limit floor area ratio to 1.2 times that of the National Land Planning Act enforcement ordinance. In addition, if certifications such as green building and zero energy are obtained, a floor area ratio of up to 7.5% will be provided as an 'environmental incentive.'
Seoul announced on the 2nd that it reported the second improvement plan for the establishment standards of the redevelopment promotion plan (dwellings maintenance type redevelopment project) at the Seoul Urban Redevelopment Committee meeting held on the 1st. This is an additional improvement plan following the first version implemented on March 19.
This improvement plan aims to go beyond simple maintenance focused on existing infrastructure and achieve the realization of a 'generational integration type future housing policy' to respond to social changes such as aging, low birth rates, and the rise of single-person households while improving business viability. It is a strategy to secure both public interest and business viability.
First, the floor area ratio system will be significantly improved. The standard floor area ratio will be increased from the existing maximum of 20% to a maximum of 30%, and the legal upper limit floor area ratio will be expanded from 1 time to 1.2 times that of the National Land Planning Act enforcement ordinance.
Incentives for improving business viability, which were only applied to general maintenance projects, will also be introduced. In particular, additional incentives will be granted when introducing facilities necessary for future society, such as aging and low birth rate countermeasure facilities.
Business sites applying the legal upper limit floor area ratio of 1.2 times will induce the creation of future residential environments such as IoT-based smart homes, unmanned robot technologies (delivery, cleaning, security, etc.), and smart community infrastructure through the establishment of 'smart complex specialized plans.' The plan will be subject to review by the Urban Redevelopment Committee.
To respond to the climate crisis, 'environmental incentives' reflecting green building and zero energy policies will be introduced. A 'upper limit floor area ratio incentive' of up to 7.5% will be granted for energy efficiency rating and zero energy building (ZEB) certification, as well as green building certification. When obtaining a rating above a certain standard, the benefits are equivalent to those of contributed acceptance, allowing for both business conditions improvement and the simultaneous reflection of environmental policies.
To grant more incentive benefits to business sites with ample infrastructure, the formula for calculating the upper limit floor area ratio will also be improved based on after the increase. The improvement plan can be applied when establishing new or modified redevelopment promotion plans, and will operate on the principle of maintaining existing secured infrastructure as much as possible. After education for personnel at Seoul Metropolitan Government and autonomous districts, it is planned to be implemented in earnest in July, and detailed standards and application cases will be disclosed through the Seoul maintenance project information portal.
