The Mokdong 4 Complex apartment in Yangcheon District, Seoul, will be reconstructed with a maximum of 49 floors and 2,436 units. The Mokdong 10 Complex apartment will be developed with a maximum of 40 floors and 4,050 units.
On the 21st, the Seoul City held the 4th Urban Planning Committee meeting for the rapid integrated planning maintenance project and approved the modified 'designated maintenance area and maintenance plan decision and landscape review proposal for the Mokdong 4 Complex reconstruction project' and 'maintenance plan establishment and designated maintenance area and landscape review proposal for the Mokdong 10 Complex apartment reconstruction.'
Within a 1 km radius of the Mokdong 4 Complex area, there are Omokgyo Station and Mokdong Station on Subway Line 5, and a park project over the National Assembly Road is being promoted to the south. The maintenance area designation and maintenance plan have been established through rapid integrated planning.
According to the maintenance plan, the Mokdong 4 Complex will be reconstructed with a floor area ratio of 300% or less, consisting of 2,436 units of multi-family dwellings (including 293 public dwellings) and ancillary welfare facilities. A neighborhood park will be created along Mokdong Central Road, and a public parking lot will be included underground. A daycare center will also be installed to provide care services.
The Mokdong 10 Complex has nearby Sinjeongneung Station on Subway Line 2 along with an elementary school, a middle school, and Sintree Park. The site will feature 4,050 units of multi-family dwellings (including 525 public dwellings) with a floor area ratio of 300% or less and a maximum of 40 floors, along with ancillary welfare facilities. A neighborhood park will be created along Jungang-ro 32-gil, and a public pedestrian path will be developed to the Mokdong center area.
As the maintenance plan has been decided, the Mokdong 4 and 10 complexes are expected to finalize their architectural plans after the maintenance plan declaration and integrated review of the maintenance project.
The maintenance area and maintenance plan for the reconstruction of the Samhwan Dobong Apartments in Dobong District and the housing maintenance-type redevelopment project for the area around 441-3 Beon-dong in Gangbuk District were also approved with modifications. The Samhwan Dobong Apartments are aging apartments completed in 1987 with a scale of 660 units.
In June 2021, the maintenance plan was promoted through a residents' proposal method. However, due to low project viability, it faced difficulties until the rapid integrated planning advisory project method was applied, speeding up the review process. The application for the rapid integrated planning advisory project was submitted in April last year, with initial consulting in June, and the review passed in about a year.
The Samhwan Dobong Apartments will consist of a total of 993 units (including 155 public dwellings) with a height of 42 floors or less and ancillary welfare facilities to be newly built.
Last year, the Urban and Residential Environment Maintenance Act was amended to allow for the provision of small rental dwellings in this semi-industrial area, and a viability correction factor was also applied, increasing the number of units available for sale from 806 to 838, an increase of 32 units. The legal maximum floor area ratio was expanded to 400%, with a building coverage ratio of 60% and a floor area ratio of 343.49% being applied.
The area around Beon-dong in Gangbuk District is a low-rise residential area located on the slope of Mount Opaesan. With the full-scale redevelopment, a pleasant living environment where the mountain and complexes harmonize is expected to be created.
Considering the regional conditions, Seoul City elevated the zoning area mixed with Type 1, Type 2 (7 floors), and Type 3 to a Type 3 general residential area for multi-family dwellings. A viability correction factor was applied to grant a 40% incentive for the allowable floor area ratio.
The upper limit of the floor area ratio is set at 290% or less, with a maximum height of 26 floors at 120 meters, resulting in the construction of 960 units. A park will be created above the Opaesan Tunnel, and a deck will be installed instead of a retaining wall to alleviate elevation differentials in the hilly area. The lower space will be utilized for neighborhood living facilities and community facilities.
In the underground area of the complex, a public office and a shared parking lot will be newly established to secure units for sale, while also ensuring convenient access for residents and all tenants.
Choi Jin-seok, head of the Housing Division of Seoul City, noted, "The underprivileged low-density residential area will be transformed into a pleasant residential complex."
The maintenance plan decision for the reconstruction of the Mokhwa Apartments in Yeouido was postponed during the review the day before.
