The consortium of Hyundai Engineering & Construction and HDC Hyundai Development Company, which was on the verge of being disqualified from bidding due to illegal promotional allegations in the redevelopment project of the Mia 9-2 district, has a greater possibility of participating in the bidding again. The Gangbuk District Office, which has jurisdiction over the Mia 9-2 district, determined that this bidding is invalid, but deemed the measure to disqualify the two construction companies from re-bidding as excessive.
According to the maintenance industry on the 17th, the Gangbuk District Office sent an official document to the Mia 9-2 district association on the 12th, notifying them of the results of the operational support team for the selection of a contractor.
In this document, the Gangbuk District Office stated, 'It is deemed appropriate to interpret the invalidity of participation in the bidding related to Article 10, Sections 3 and 4 of the Seoul City Contractor Selection Standards as concerning the relevant bid' and added, 'We hope that the selection of a contractor will be promoted through a new competitive bidding process.'
Earlier, on the 2nd, the Gangbuk District Office sent a document to the Mia 9-2 district association stating that it had confirmed that a contractor violated Article 15, Section 3 of the Seoul City Public Support Maintenance Project Contractor Selection Standards. The document also added that the association should not enter into contracts, including negotiated contracts, with construction companies that had their bidding participation deemed invalid.
The Mia 9-2 district was in a situation where Hyundai Engineering & Construction and HDC Hyundai Development Company participated in a single bid after two previous rounds of bidding failed, with a negotiated contract expected. However, after the Gangbuk District Office discovered the illegal promotional activities of the contractor and imposed sanctions, the Hyundai Engineering & Construction-HDC Hyundai Development Company consortium faced the danger of bid invalidation and disqualification from participation.
The Gangbuk District Office explained that it is only invalidating this bidding and not disqualifying the participating contractors from re-bidding.
A Gangbuk District Office official said, 'The invalidation of the bid and the disqualification from participation have separate regulations, and it was determined that disqualifying the contractor's bidding participation is excessive,' adding, 'The Mia 9-2 district association will decide whether to accept the district office's administrative guidance at the general meeting to be held soon.'
The Mia 9-2 district is a project that aims to redevelop a site of 100,237 square meters in the area of 137-72 Mia-dong, Gangbuk-gu, Seoul, constructing new apartments with a scale of six floors underground to 25 floors above ground, consisting of 22 buildings and 1,758 units.
