The National Assembly on the 3rd held a plenary session and passed 17 noncontentious livelihood bills, including an amendment to the Special Act on Guaranteeing the Rights of Victims, Fact-finding, and Preventing a Recurrence related to the "10/29 deadly crowd crush in the nightlife district of Itaewon" (Itaewon disaster special act).
At the plenary session that afternoon, the National Assembly approved an amendment to the special act on the deadly crowd crush in the nightlife district of Itaewon to extend the term of the Special Investigation Committee (special committee) by one year, with 220 in favor, 5 against, and 6 abstentions out of 231 lawmakers present. With the amendment passing the National Assembly, the special committee's term was extended to Sept. 16 next year.
In addition, the ruling and opposition parties handled 16 more noncontentious livelihood bills, including the Win-Win Cooperation Act, the Basic Act on Small Business Owners, the Framework Act on Small and Medium Enterprises, the Industrial Accident Compensation Insurance Act, and the Traditional Market Act.
Meanwhile, real estate-related bills for which the ruling and opposition parties still have room to negotiate were not included on the plenary agenda that day. Targets include amendments to the Act on the Maintenance and Improvement of Urban Areas and Dwelling Conditions for Residents (Urban and Residential Environment Improvement Act) and the Urban Renewal Acceleration Act that would temporarily ease the cap on floor area ratio for public maintenance projects and shorten project timelines by proceeding simultaneously with establishing the basic plan, designating maintenance zones, and deciding on maintenance plans.
An amendment to the Special Act on the Creation of Yongsan Park, which would allow supplying dwellings on some sites within Yongsan Park, also did not make it to the plenary session that day.
