The People Power Party on the 5th recommended attorney Kim Yong-gwan of Baeksong law firm, attorney Choi Chang-ho of Jeongnon law firm, and professor Cha Jin-a of Korea University Law School as members of the "Public Recommendation Committee," which will recommend candidates for a special prosecutor to investigate the shortage of ballot papers that occurred in the June 3 local elections.
Kim Seung-su, senior deputy floor leader for operations of the People Power Party, held a briefing at the National Assembly that afternoon and, regarding the recommended commissioners, said, "They are experts with insight into investigations, the Constitution, and systems, and the most suitable combination to recommend independent special prosecutor candidates whom the public can trust."
The "bill on the appointment of a special prosecutor to uncover the truth about the shortage of ballot papers in the 9th nationwide local elections and other election mismanagement" passed the Cabinet meeting chaired by President Lee Jae-myung the day before. The special prosecutor act cleared the National Assembly plenary session on the 30th of last month.
The special prosecutor appointment process goes through the public recommendation committee. The committee is composed of six members, three recommended by each negotiating bloc in the National Assembly. The committee receives three special prosecutor candidates each from the Korean Bar Association and the Association of Law Schools, narrows them down to two, and recommends them to the president.
The president may appoint one of the two as the special prosecutor. The special prosecutor's team will number 165, and the activity period is up to 170 days.
