The rehiring of a Korean National Police Agency senior superintendent general who was set to become president of Korea Airports Corporation (KAC) fell through.
The Government Public Officials Ethics Committee of the Ministry of Personnel Management said on the 30th that it reviewed 85 job applications submitted by retirees and decided "employment disapproved" for nine cases. Under the current Public Service Ethics Act, civil servants grade 4 and above, executives of public institutions, and employees of certain public institutions must undergo prior review if they take jobs at reviewed institutions within three years of retirement. The ethics committee issues an employment disapproval decision when a job is not necessary for strengthening national international competitiveness and the public interest.
In addition to the senior superintendent general, a Korean National Police Agency senior superintendent who sought to be rehired as chair of the Korea Association for Gunpowder Safety Technology also received an employment disapproval notice. A grade-4 employee of the Financial Services Commission who sought to move to deputy president of the Korea Institute of Finance and an administrative officer grade-5 in the prosecution at the Ministry of Justice who sought to be rehired as an expert adviser at the law firm YulChon were also not approved for employment.
The ethics committee issues an "employment restriction" decision when the work of the department or agency to which the review subject belonged during the five years prior to retirement is closely related to the institution where employment is planned, and in this review it restricted employment in five cases. A Korean National Police Agency inspector who sought to move to expert adviser at the law firm Daehwan and a grade-3 employee of the Ministry of Agriculture, Food and Rural Affairs who sought to be rehired as executive managing director of the Korea Food Industry Association fall under this.
By contrast, a grade-3 employee of the Ministry of Finance and Economy who seeks to move to executive director at Samsung Electronics and a grade-4 employee of the Ministry of Finance and Economy who seeks to be rehired as an executive at SK hynix received notices that employment is possible.
Meanwhile, based on data from the National Health Insurance Service, the ethics committee found five people in the second half of last year who took jobs on their own without prior review. The ethics committee asked the competent court to impose fines on them.
