According to political circles and others on the 18th, the Deputy Minister wrote in a post on social media (SNS) that "the AI production system requires a material base no less massive than the existing 'heavy and large-scale' (manufacturing and heavy industry) sectors, and at times even greater," conveying this view.
Meaning that society comes to depend more on infrastructure and networks as a whole, the Deputy Minister said, "If power is not connected, GPUs (graphics processing units) do not operate, and without transmission grids and industrial water, data centers and semiconductor plants cannot run."
The Deputy Minister added, "If society provides large-scale infrastructure and an institutional foundation, and corporations secure new production capacity based on it, we can design it so that part of the gains again lead to forming the next generation's production capacity."
With the intent that the huge profits generated by the semiconductor boom should be reinvested in a future-oriented way into infrastructure and advanced technology research and development, the Deputy Minister also noted in May that discussion is needed on how to utilize corporations' excess profits.
At the time, the Deputy Minister, presenting the need to distribute excess tax revenue the government will collect from the AI industry boom, also said, "The production revolution driven by AI redefines even the character of the state. In the AI era, the role of the state grows larger. The state is no longer a regulator of the market."
On this day, after arguing that the government should provide the public with new AI-centered job training opportunities and a "first career," the Deputy Minister emphasized the need to support living costs through fiscal expenditure, saying, "If a minimal standard of living is not maintained, the transition itself is impossible."
