Independent lawmaker Han Dong-hoon said he submitted as his first bill an amendment to the Board of Audit and Inspection Act to allow external audits of the National Election Commission.
Han wrote on Facebook on the 7th, "Election management must be '100% fair,' not 'as fair as possible,' but the ballot paper shortage caused by the commission betrayed not only '100% fairness' but even the minimum expectation of fairness," adding, "The commission has been run like a sanctuary that has not received any external audit, and in the process such absurd incompetence and arrogance have grown."
Han said, "In May 2023, when the Board of Audit and Inspection moved to conduct a duty inspection into the commission's illegal hiring scandal, the National Election Commission filed a competence dispute with the Constitutional Court, and in Feb. 2025 the court decided that 'the Board of Audit and Inspection's duty inspection of the National Election Commission, a constitutional institution, infringed on the commission's authority,'" noting, "That was a wrong decision."
Han said, "Now that it has been confirmed that the commission has become a sanctuary free from any oversight to the point that even the basics of election management are threatened, this issue must be clearly corrected through new legislation," and said he would add a basis clause to Article 24 of the Board of Audit and Inspection Act to enable duty inspections of the National Election Commission and election commissions at all levels.
He added that to prevent intervention at the administration level, an exception clause would bar reporting to the president on duty inspections of the commission.
Han warned, "If the commission files another competence dispute over this legislation, the commission will be dismantled by the people."
