Thanks to the ballots from the ballot box at Jamsil 7-dong No. 2 polling station in Songpa-gu, Seoul, where voting was blocked to citizens and the count was delayed, the People Power Party secured one more proportional representation seat in the Seoul Metropolitan Council. The Democratic Party lost one proportional seat.
The National Election Commission said that after opening the ballot box moved from Jamsil 7-dong No. 2 polling station on the 5th and finishing the count, the proportional representation vote totals for the Seoul Metropolitan Council were 2,287,569 votes (43.86%) for the Democratic Party and 2,290,593 votes (44%) for the People Power Party.
There are 15 proportional representation seats in the Seoul Metropolitan Council. Until the count was completed, the proportional allocation was estimated at eight seats for the Democratic Party and seven for the People Power Party. With many People Power Party votes in the last ballot box, it was finalized at seven for the Democratic Party and eight for the People Power Party.
Accordingly, Han Gi-seong, the Democratic Party's No. 8 proportional candidate who had been expected to be elected, lost, and Wi Seong-chan, the People Power Party's No. 8 proportional candidate, won.
Other parties recorded proportional vote shares of 4.11% for the Rebuilding Korea Party, 3.66% for the Reform Party, and 1.37% for The Progressive Party. To receive proportional seats in the Seoul Metropolitan Council, a party must win at least 5% in the party-list vote or elect a certain number of candidates in district races.
Combining district members, the total elected Seoul city councilors are 80 from the Democratic Party and 38 from the People Power Party.
Earlier at Jamsil 7-dong No. 2 polling station, the election commission prepared too few ballots, preventing voters from casting votes smoothly. In response, demonstrators alleging "rigged election" blockaded the polling station for two nights and three days and disrupted the count. Police on the day deployed about 1,000 officers to the polling station and moved the ballot box to the counting center.
