As of 10 a.m. on the second day of early voting, the 30th, the nationwide average turnout for the 9th nationwide local elections and National Assembly by-elections was tallied at 14.29%.
According to the National Election Commission, by 10 a.m. that day, 6,380,240 out of 44,649,908 eligible voters nationwide had cast ballots.
This turnout is 1.62 percentage points higher than the 12.67% recorded at the same hour during early voting for the 8th nationwide local elections in 2022.
However, participation is lower than in the last presidential and general elections. Compared with the early voting rate at the same hour for the 21st presidential election (23.33%), it was down 9.04 percentage points, and 4.75 percentage points lower than the 22nd general election (19.04%).
By region, South Jeolla recorded the highest turnout at 26.81%. North Jeolla also topped 20%, coming in at 23.48%. Next were Gangwon 17.49%, Gwangju 17.31%, Sejong 15.56%, and South Gyeongsang 15.20%.
Daegu, by contrast, was the lowest in the country at 11.15%. Gyeonggi at 12.25%, Incheon at 12.70%, and Busan at 12.94% were also below the national average. Seoul's turnout was tallied at 13.81%.
Elsewhere, North Chungcheong posted 14.75%, Jeju 14.46%, North Gyeongsang 14.39%, South Chungcheong 14.09%, Ulsan 13.42%, and Daejeon 13.32%.
Early voting runs until 6 p.m. that day. Voters may cast ballots at any early voting station nationwide regardless of their address if they bring a photo ID such as a resident registration card, driver's license, or passport.
A mobile ID may also be used, but identity must be verified through the application, and a captured screen image is not accepted.
