Oh Se-hoon, the People Power Party's Seoul mayoral candidate, took direct aim at Democratic Party of Korea candidate Chong Won-o over the "Agissi gutdang" controversy.
On the 22nd, Oh held an "on-site meeting with residents harmed by the Haengdang 7 District 'Agissi gutdang'" in front of the Agissi gutdang near the Haengdang 7 District redevelopment area in Haengdang-dong, Seongdong-gu, Seoul.
Oh said, "During the 12 years Chong Won-o served as district head, work was handled like this, causing severe property damage to residents of 1,000 households," and added, "This person says he will take full responsibility for 571 redevelopment, reconstruction, and 'moa-town' sites as Seoul mayor. If Seoul residents learn about the Haengdang 7 District apartment case, they will find it impossible to agree with such a claim."
The Agissi gutdang controversy centers on claims that while Chong was serving as Seongdong District head, he enabled the construction of a shamanic shrine (gutdang) in the Haengdang 7 District redevelopment area as a contributed acceptance facility, but the district office later did not take over ownership, amplifying damage to residents' property rights. Oh's side argues Chong is responsible because, during his tenure as district head, the project implementation approval and management and disposition approval—both requiring the district head's authorization—were carried out.
At the event, a new claim emerged that residents have been unable to exercise their property rights due to Seongdong District Office reversing its position during the redevelopment push. In the redevelopment process, a daycare center was designated as the subject of contributed acceptance, and the association deposited 1.7 billion won with Seongdong District Office in 2023, but two years later the district office returned the money, saying contributed acceptance should be in the form of a daycare center, not cash, which in turn prevented the apartment from receiving completion approval.
Oh said, "Of the 18 redevelopment and reconstruction zones in Seongdong-gu, the Seongsu Strategic Maintenance Zone was designated during my first term and then saw no progress," adding, "Progress was made after I returned as mayor, but Zones 1, 2, 3, and 4 of the Seongsu Strategic Maintenance Zone are based on a situation in which, during Chong Won-o's time as district head, no headway was made at all due to incompetence and irresponsibility."
He went on to criticize, "Looking only at these two cases—Haengdang 7 District still lacking completion approval and 1,000 households unable to exercise property rights—it is impossible to agree that he could manage maintenance projects better than the previous mayor as Seoul mayor."
