Kim served as acting administrator of the National Fire Agency for about six months from September last year, when his predecessor Heo Seok-gon was relieved of duty over allegations of involvement in the 12·3 martial law, to the present, and was appointed the new administrator of the National Fire Agency on Mar. 17 this year.
