Under the amendment, experience from before acquiring the license will now be recognized up to 50%. Furthermore, students expected to graduate will be allowed to apply for career recruitment if they can graduate by the appointment date. To allow outstanding Grade-6 civil servants to be promoted to Grade 5, the scope and methods for competency-based open competitive promotion exams will also be defined. The target group for the Grade-9 open competitive recruitment for low-income applicants will be expanded to include youth with extended protection periods and youth preparing for self-reliance.
