It was tallied that local governments enforcing the 5-day rotation rule for passenger cars at public parking lots account for about half of all local governments.
The Ministry of Climate, Energy and Environment said on the 19th that, after tallying local governments' plans to enforce the 5-day rotation rule at public parking lots, 128 local governments are enforcing the rule at 1,694 parking lots. Considering that there are 243 local governments in total, those enforcing the 5-day rotation rule at public parking lots account for 52.7% of the total.
Among local governments not enforcing the 5-day rotation rule at public parking lots, 33 have no paid on-street or off-street public parking lots subject to the rule. The remaining 82 are outside metropolitan cities where public transit is poor, so conditions were not suitable to enforce the 5-day rotation rule at public parking lots, the ministry said. However, it was conveyed that these local governments are enforcing a 2-day rotation rule (odd-even system) for public institutions' official vehicles and employees' passenger cars.
Even in local governments enforcing the 5-day rotation rule at public parking lots, there are 3,895 parking lots where the rule does not apply. That is more than twice the number of lots where the rule applies. The ministry allowed exceptions, noting it may choose not to apply the 5-day rotation rule to public parking lots that affect the economy, such as those near traditional markets and tourist spots, and to transfer lots that affect public transit use.
Meanwhile, before enforcing the 5-day rotation rule at public parking lots, the ministry said 30,000 public parking lots nationwide were subject to the system. But it corrected that to 5,589 on the day. In just half a month, the scale was reduced to one-fifth.
