At Kangwon National University and Chungbuk National University, the medical school enrollment quota for the 2028–2031 academic years will each increase by 49 compared with 2024. All of the additional seats are subject to the regional doctor system.
According to the Ministry of Education's "2027 academic year medical school quota allocation plan," the total medical school quota for the 2027 academic year will increase by 490 from 2024. For 2028–2031, the quota will rise by 613 each year. This allocation was carried out for 32 regional medical schools outside Seoul.
For the 2028–2031 academic years, Kangwon National University and Chungbuk National University see the largest increases at 49 each. They are followed by Pusan National University and Chonnam National University with 38 each, and Kyungpook National University with 33. Gyeongsang National University (28), Chonbuk National University (27), Chosun University (24), Soonchunhyang University (23), and Wonkwang University and Dong-A University (21) also increased by 20 or more.
Minister Choi Kyo-jin of the Ministry of Education said, "The Health and Medical Policy Deliberation Committee prepared evaluation criteria, including addressing shortages of essential public medical personnel in the regions and ensuring the quality of medical education," adding, "We increased the quotas based on discussions among medical experts and improvement plans submitted by each university."
By contrast, Gachon University, Kosin University, and Konkuk University Glocal (9); Catholic Kwandong University, Hallym University, Konyang University, and Eulji University (8); Ajou University and Inha University (7); University of Ulsan and Dongguk University WISE Campus (6); Sungkyunkwan University (4); and CHA University (3) saw increases only in the single digits.
An official at the Ministry of Education noted, "In cases where clinical training is conducted at metropolitan area hospitals outside the university's home region, as with the University of Ulsan, the increase in quota was not large," adding, "We plan to prepare improvement measures to foster medical personnel who will settle in the regions."
By region (for the 2028–2031 academic years), Busan–Ulsan–Gyeongnam had the most with 121. Daejeon–Chungnam had 90, Daegu–Gyeongbuk 90, Gangwon 79, Gwangju 62, Chungbuk 58, Jeonbuk 48, Jeju 35, and Gyeonggi–Incheon 30.
Meanwhile, universities may submit opinions on this quota allocation plan. The Ministry of Education will review them, notify each university of its quota within Mar., and grant a period for filing objections.
