The Ministry of Land, Infrastructure and Transport said on the 12th it conducted a full survey of road icing accident sites over the past five years and designated 121 locations with a high risk of recurrence as icing-vulnerable sites. The government will manage 20 locations as "icing risk sites" and 101 locations as "icing watch sites."
Heating cables will be installed in principle at the 20 icing risk sites. In sections with structural constraints such as bridges, brine spraying facilities will be installed. At the 101 icing watch sites, brine spraying facilities will be installed as the default, with heating cables added as needed. At the 329 sites where accidents occurred, icing caution signs and de-icing boxes will be installed.
Speed management will also be strengthened in cooperation with the Korean National Police Agency. Variable speed limit signs (VSL) will be installed at the 121 icing-vulnerable sites to guide speed limits according to road surface conditions. In sections requiring speed enforcement equipment, enforcement devices will be linked based on the risk level.
In addition, the Ministry of Land, Infrastructure and Transport (MOLIT) will provide guidance on sections at risk of icing from 11 p.m. to 9 a.m. through road message boards and navigation systems. Going forward, it plans to upgrade the system to provide icing risk information up to 12 hours in advance.
Minister Kim Yun-duk of the Ministry of Land, Infrastructure and Transport (MOLIT) said, "We will thoroughly manage this to prevent the same type of accidents from recurring in the same areas," adding, "We will strengthen preemptive snow and ice control measures."
