President Lee Jae-myung on the 2nd appointed Heo Jang, 61, Chairperson of the ESG (environment, society and governance) Committee at The Export-Import Bank of Korea, as the second Vice Minister of the Ministry of Economy and Finance. Heo, the new second vice minister, is from Gimhae, South Gyeongsang, completed a bachelor's and master's in economics at Seoul National University, served as an executive director at the International Monetary Fund (IMF), and held posts including director-general for international economic affairs management and director-general for development finance at the Ministry of Economy and Finance, as well as minister-counselor at the Permanent Delegation of Korea to the Organisation for Economic Co-operation and Development (OECD).
Presidential Office Spokesperson Kang Yu-jung said that in the afternoon the president carried out appointments for two officials at the vice-ministerial level and two Chairpersons of presidential commissions, and announced these personnel moves.
The president also appointed, at the vice-ministerial level, Oh Tae-seok, 57, president of the Korea Institute of Science & Technology Evaluation and Planning (KISTEP), as Korea AeroSpace Administration Administrator, and Kim Jwa-gwan, 65, a special-appointment professor at Busan Catholic University, as Presidential Water Commission Chairperson. Administrator Oh Tae-seok is from Sunchang, North Jeolla, completed a degree in economics at Seoul National University and a master's in technology management at the University of Sussex in the United Kingdom. He served as first Vice Minister of the Ministry of Science and ICT, coordinator for science and technology innovation, and head of the support group of the Presidential Advisory Council on Science & Technology.
Chairperson Kim Jwa-gwan, a native of Busan, completed studies in environmental engineering at Pukyong National University and master's and doctorate programs in environmental planning at Seoul National University, and served as chair of the board of directors of Korea Electric Power Corporation (KEPCO). He also served as chairperson of the Busan-Gyeongnam Ecopolis Institute Saengmyeong Madang and operating chairperson of the Busan River Revival Citizens' Movement Headquarters.
For the ministerial-level Chairperson of the Asian Culture Hub City Development Committee, singer Kim Won-joong was appointed. Kim, the new chairperson, is from Damyang, South Jeolla, and graduated from the department of agricultural economics at Chonnam National University. He is a minjung singer known for "Rocky Island" and "To Vega." In 2013, he served as executive director of the Gwangju Peace Music Festival, southern co-chair of the South-North Musicians' Council, and honorary ambassador for the Headquarters for the Movement for the Unification of Our Nation.
