Han Byung-do of the Democratic Party of Korea, the new floor leader, and Song Eon-seog, the People Power Party floor leader, held their first meeting on the 12th. While greeting each other, Floor Leader Han and Floor Leader Song traded sharp barbs over the second comprehensive special counsel and a special counsel on alleged primary bribery.
At the opening remarks of the meeting between the two parties' floor leaders held that afternoon at the People Power Party floor leader's office in the National Assembly, Floor Leader Song said, "I hope this will be an opportunity for the ruling and opposition parties to break away from the hostile relationship so far and move toward looking after people's livelihoods through cooperation," but added, "Chair Jung Chung-rae has said since the start of the year that the second comprehensive special counsel bill should be handled quickly, even unilaterally. On this, it would be good to stop adding to the public's fatigue and shift our focus to livelihoods."
He went on, "A special counsel bill on the Unification Church, a withdrawal of the appeal in the Daejang-dong case, and a parliamentary investigation to protect personal information are also necessary," and said, "We have been saying that a special counsel bill is needed regarding primary bribery involving Rep. Kang Sun-woo and Rep. Kim Byung-kee, but there has been no response yet from the Democratic Party. I hope Floor Leader Han will take a forward-leaning position on that."
In response, Floor Leader Han said, "The task our society must settle is insurrection," and added, "As Jang Dong-hyeok of the People Power Party has apologized for the illegal emergency martial law, I ask for cooperation so the second comprehensive special counsel bill can be handled at the plenary session on the 15th." He continued, "I recognize the People Power Party as one of the partners in state affairs and have said it would be good to put our heads together."
Afterward, in a closed-door meeting, the two floor leaders exchanged views on the second comprehensive special counsel and a special counsel on primary corruption, but they failed to narrow their differences. After the closed-door meeting, Floor Leader Han met with reporters and said, "There is a plenary session of the National Assembly on the 15th, so we briefly discussed related matters, but we did not reach a conclusion," adding, "We each only stated our positions and did not reach a conclusion."
