The Ministry of the Interior and Safety (MOIS) on the 19th released the list of more than 10,000 high-amount and habitual delinquents who have not paid 10 million won or more in local government tax or local administrative penalties and surcharges for over a year. The list also included the name of the mother of Kim Keon-hee, Choi Eun-sun.
The Ministry of the Interior and Safety said that as of 12 a.m. that day, it had disclosed a total of 10,621 names, including 9,153 new local government tax delinquents and 1,468 delinquents on local administrative penalties and surcharges. The number of people disclosed rose 3.4% from the previous year.
Choi was identified as the top individual delinquent among local administrative penalties and surcharges. Choi was found to have defaulted to Gyeonggi Province on a 2.505 billion won penalty surcharge for violating the Act on the Registration of Real Estate under Actual Titleholder's Name.
The top corporate delinquent for local administrative penalties and surcharges was a school foundation B in Busan, which defaulted on 4.153 billion won in compensation for the use of local government property.
For local government tax, individuals (5,829 people) owed 296.591 billion won and corporations (3,324 entities) owed 231.118 billion won, totaling 527.709 billion won in arrears.
By region, among local government tax delinquents, 1,804 were in Seoul and 2,816 in Gyeonggi, accounting for 50.5% of the total.
The main delinquent tax items for the top 10 individual and corporate delinquents were local income tax and acquisition tax. The highest-amount individual delinquent for local government tax was a person surnamed Choi (56) in Gyeonggi Province, who failed to pay 34.251 billion won in cigarette consumption tax. The top corporate delinquent for local government tax was Company A in Gyeonggi Province, which failed to pay 20.99 billion won in cigarette consumption tax.
The Ministry of the Interior and Safety (MOIS) is tightening sanctions on high-amount and habitual delinquents. For those whose arrears exceed 10 million won and are placed on the list, the ministry promotes seizure and public auction of imported goods through the Korea Customs Service. For arrears of 30 million won or more, it considers an overseas travel ban, and for 50 million won or more, detention.
