The government will offer an additional 5 percentage points off local love gift certificates through Nov. 9. A prize event called the "win-win consumer lottery," which gives a lottery ticket for every 50,000 won spent by card at small business stores and traditional markets, will also run.
The government said on the 28th that, under the vision "consumption that brings hope, an economy that grows together," it will hold the nationwide consumer festival "Korea Grand Festival" for 12 days from Oct. 29 to Nov. 9.
This "Korea Grand Festival" is a large-scale consumer festival prepared with participation from across the government, including the Ministry of Economy and Finance, the Ministry of Agriculture, Food and Rural Affairs, the Ministry of Trade, Industry and Energy, and the Ministry of Culture, Sports and Tourism. It will run simultaneously online and offline across the country for 12 days, with a total of 37,000 companies participating.
Key benefits include expanded discounts on local love gift certificates. The rate increases by 5 percentage points from the existing rate, with discounts of ▲ Buddhist organizations 12% ▲ Seoul metropolitan area 15% ▲ non-metropolitan areas 18% ▲ depopulating areas 20%. During the event, digital Onnuri gift certificates will also see higher discounts of ▲ Seoul metropolitan area 15% ▲ non-metropolitan areas 20% ▲ depopulating areas 25%.
To further boost spending at small businesses and traditional markets, the "win-win consumer lottery" event will also run, providing one lottery ticket for every 50,000 won in card spending. The first-prize payout is 20 million won, with a total prize pool of 2 billion won.
In addition, the "win-win payback" will refund 20% of the increase in card spending compared with the same month a year earlier in digital Onnuri gift certificates. Refunds are capped at 100,000 won per month and 300,000 won in total. Special card benefits will also be offered, including a 10% statement discount for credit and debit card use, prize drawings for payments of 100,000 won or more, and point accrual and redemption.
Delivery app discount events will also be held. The public delivery apps "Ttaenggyeoyo" and "Meokkkebi" will issue 5,000 won coupons for orders of 20,000 won or more, and Baemin will offer pickup discount coupons and run B Mart discount events.
In addition to hypermarkets, super-supermarkets, and convenience stores, there will be discounts on home appliances from companies such as Samsung and LG Electronics, as well as the biggest discounts of the year from five domestic finished carmakers. Online shopping malls including Coupang, Naver, and Gmarket and 12 companies in the food and beverage industry will also sell certain products or during certain time slots at up to half price.
Culture and travel benefits will also be enhanced. These include a 50% discount on tourist trains, a 10,000 won discount on the Rail-Ro Pass, a 20,000 won discount on local air routes, a 30% discount on express and intercity buses to depopulating areas, and Onnuri gift certificates for eco-friendly and safe-driving travelers (up to 10,000 won). In the lodging sector, "Accommodation Sale Festa" discount coupons (20,000–50,000 won) can be used, and travel packages will be discounted up to 50%. National heritage sites such as the four main palaces, Jongmyo Shrine, and the Royal Tombs of the Joseon Dynasty will be open free of charge except on closed days.
