Kim Jae-ung, Director General for Planning and Coordination, was appointed head of the Seoul Regional Tax Service; Lee Seung-su, director general of corporate taxpayer service, was appointed head of the Middle Regional Tax Service; and Kang Seong-pal, international tax management officer, was appointed head of the Busan Regional Tax Service. These four posts are first-grade positions within the National Tax Service. All four were promoted from grade two (senior executive service level B) to grade one (senior executive service level A).
The National Tax Service announced senior-level appointments on the 1st. It is the first senior personnel reshuffle since Administrator Lim Gwang-hyeon took office.
New Vice Administrator Lee Seong-jin entered public service by passing the 41st higher civil service exam and is regarded as a veteran investigator, having served as head of Investigation Bureau 3 at the Seoul office, head of Investigation Bureau 2 at the Middle office, and head of Investigation Bureau 2 at the Busan office. At headquarters, while serving as information management officer, Lee established AI phone consultations and advanced the AI tax evasion detection system, earning a reputation as someone who drove AI-based digital transformation.
New Seoul chief Kim Jae-ung joined through the 42nd higher civil service exam. While serving as Director General for Planning and Coordination at the National Tax Service, Kim actively communicated with related institutions such as the National Assembly and the Ministry of Economy and Finance, and is credited with helping strengthen the capacity of tax administration.
New Middle chief Lee Seung-su entered public service through the 41st higher civil service exam. At headquarters, Lee served in posts including corporate taxpayer service, individual taxpayer service, and head of the welfare tax administration management team. During the term as director general of corporate taxpayer service, Lee expanded tailored filing assistance data for taxpayers and provided deduction and credit consulting reflecting regional characteristics, contributing to improved convenience in tax filing.
New Busan chief Kang Seong-pal entered public service through the 42nd higher civil service exam. Kang is known within the National Tax Service as an international affairs expert, having served as international tax management officer at headquarters and as head of the International Transactions Investigation Bureau at the Seoul office. While serving as international tax management officer, Kang contributed to strengthening tax administration cooperation among tax authorities through tax administration diplomacy.
In addition, Jeong Yong-dae, head of the welfare tax administration management team at headquarters, was appointed head of the Daejeon office; Kim Hak-seon, head of Investigation Bureau 1 at the Daejeon office, was appointed head of the Gwangju office; and Min Ju-won, head of the Investigation Bureau at headquarters, was appointed head of the Daegu office. Kim Jin-woo, head of Investigation Bureau 4 at the Seoul office, was appointed head of the National Tax Officials Training Institute.
Kim Ji-hoon, Inspector General, was appointed Director General for Planning and Coordination at headquarters; Yang Cheol-ho, head of Investigation Bureau 1 at the Seoul office, was appointed information management officer; and Han Chang-mok, head of the International Transactions Investigation Bureau at the Seoul office, was appointed international tax management officer.
Ahn Deok-su, director general of collection and legal affairs, was tapped as head of the Investigation Bureau; Park Hae-young, head of Investigation Bureau 3 at the Seoul office, as director general of collection and legal affairs; Park Jong-hee, head of the asset taxation bureau at headquarters, as director general of individual taxpayer service; Shim Uk-gi, head of individual taxpayer service at headquarters, as director general of corporate taxpayer service; Oh Sang-hun, head of the sincere taxpayer service bureau at the Seoul office, as head of the asset taxation bureau; and Kim Dae-won, head of the National Tax Officials Training Institute, as head of the welfare tax administration management team.
