President Lee Jae-myung introduced the new five-year national management plan of the Presidential Committee on Policy Planning on the 13th, stating, "We will create a true Korea where the people are the masters and everyone is happy together." He presented integrated politics, innovative economy, balanced growth, and pragmatic diplomacy as the core directions of the new government. President Lee noted, "I will continue to gather the opinions of the people and refine them into better policy proposals," reiterating his commitment to a 'people-participatory national management.'
During the opening remarks at the public report meeting of the Presidential Committee on Policy Planning held at the Blue House guesthouse at 2 p.m. that day, President Lee recalled the past two months of national management, describing it as "feeling like rolling down a hillside," and said, "We have fought hard for the recovery of people's livelihoods, political restoration, and diplomatic recovery. We have worked to make national management more open and to get closer to the people to establish a true people's sovereign government."
He continued, "Today, I am taking a step further to report to the people the new five-year national management plan for the leap and growth of Korea," presenting five national management goals: ▲politics uniting the people ▲innovative economy leading the world ▲balanced growth where everyone thrives ▲a society with strong fundamentals ▲foreign policy and security centered on national interest.
President Lee stated, "I will closely and quickly review the proposals from the committee and implement as much as possible within the scope".
However, he emphasized, "The proposals from the Presidential Committee on Policy Planning are not the government's finalized policy proposals." President Lee explained, "The committee has presented opinions on the desirable direction of national management, and through various routes, we will continue to collect opinions from the people and those can be modified during that process," adding, "We will further reflect the opinions of the people in the process of finalizing government policies."
President Lee concluded by stating, "Thanks to the support of the people, we have been able to overcome difficulties even in unprecedented national crises," and added, "I will continue to rely solely on the people and strive to create a new world, a better world, that benefits them."
On that day, the Presidential Committee on Policy Planning presented the national vision of "a country where the people are the masters, a happy Korea together" through the 'five-year national management plan.' It also presented three main national management principles (▲listening and integration ▲fairness and trust ▲pragmatism and results), five national management goals, and 123 national management tasks. The plan was reflected through a thorough review of policy proposals received via the online citizen communication platform 'Everyone's Plaza,' various policy agreements made during the 21st presidential election, common pledges from both ruling and opposition parties, and major national management issues.
Following President Lee's remarks, Chairperson Lee Han-joo began the announcement of the national vision and national management goals, followed by 10 presenters taking the stage in succession.
Commissioner Lee Hae-sik, chairperson of the political and administrative division, discussed reform tasks for the prosecution and police and decentralization of local autonomy under the theme of "a true Korea where the people are the masters," while Commissioner Jeong Tae-ho of the economic division explained the 'Korean true growth strategy' for recovering growth momentum and increasing potential growth rates, emphasizing the strengthening of sustainable growth foundations such as leading technology growth and creating productive financial markets.
Commissioner Song Kyung-hee of the economic division explained national management tasks to create future growth drivers through the establishment of AI highways for industrial, regional, and public service AI transformations, construction of energy highways, securing scientific and technological talent, achieving 40 trillion won in annual venture investment, and creating advanced industry ecosystems.
In the social sector, Commissioner Kim Nam-hee and Chairperson Hong Chang-nam presented national management tasks in welfare and education and culture. They announced detailed tasks such as community integrated care, expansion of essential medical services and strengthening of public health, establishing a safety and health system at work, implementing 10 prestigious universities, and achieving a scale of 300 trillion won in the K-culture market.
Commissioner Hong Hyun-ik of the defense and security division explained national management tasks in the defense field, including the enhancement of the three-axis defense system, transfer of operational control during wartime within the term, and normalization of inter-Korean relations. Chairperson Park Soo-hyun of the National Balanced Growth Special Committee introduced the 'five poles and three special-centric national balanced growth strategy' and the tasks to support it.
In the latter part of the presentation, Chairperson Park Hong-geun explained the 12 key strategic tasks and follow-up plans, while Deputy Chairperson Jin Sung-jun described the financial and legislative plans to support the national management tasks without disruption, and Deputy Chairperson Yoon Chang-ryeol explained the management plans for the national management tasks.
