The Broadcasting 3 Laws and the Yellow Envelope Law (revisions to Articles 2 and 3 of the Labor Union Act) passed the Legislation and Judiciary Committee of the National Assembly on the 1st, led by the Democratic Party of Korea. The People Power Party requested a debate against the bill, but the Democratic Party did not accept it.
The Legislation and Judiciary Committee held a plenary session at the National Assembly that morning and voted on the Broadcasting 3 Laws and the Yellow Envelope Law.
The Broadcasting 3 Laws, referring to the amendments to the Broadcasting Act, the Broadcasting Culture Promotion Act, and the Korean Educational Broadcasting System Act, focus on the restructuring of public broadcasting, including KBS, MBC, and EBS. The Yellow Envelope Law expands the scope of users and the subjects of labor disputes and restricts corporations' claims for damages. It also allows subcontracted workers to negotiate directly with the primary contractor.
Chairperson Lee Chun-seok of the Democratic Party did not accept the request for a debate from the People Power Party during the plenary session and put the Broadcasting 3 Laws and the Yellow Envelope Law to a vote. During this process, commissioners from the People Power Party protested, saying that sufficient discussions were not ensured, leading to heated exchanges. The People Power Party members protested, asking, "Are we in a communist party?" and the chairperson warned, "You can be expelled."
Chairperson Lee noted, "There may be feelings of dissatisfaction, but I believe there will be no problem as we have complied with the National Assembly Act procedurally," adding, "The longer this bill remains with us, the more likely the Legislation and Judiciary Committee will be embroiled in political strife."
Rep. Park Hyung-soo, the opposition party's secretary to the Legislation and Judiciary Committee, criticized, "Democratic legitimacy arises only when sufficient discussions are held and votes are taken," while fellow party member Shin Dong-uk also protested, stating, "The National Assembly of Korea, and the Legislation and Judiciary Committee of Korea did not allow even one discussion on this important law in which the interests of the people are sharply opposed."
In addition to this, the Legislation and Judiciary Committee passed the Grain Management Act and the Agricultural and Marine Products Distribution and Price Stabilization Act. The two bills included in the so-called 'Agriculture 4 Laws' passed the committee through bipartisan agreement, and thus were processed without dissent that day.
