The Democratic Party of Korea proposed a bill for prosecutorial reform that abolishes the Prosecutor's Office and establishes the Public Prosecutor's Office and the Serious Crime Investigation Agency. Under the Prime Minister, a National Police Commission will be set up to manage and supervise the Serious Crime Investigation Agency, the National Police Agency, and the Corruption Investigation Office for High-ranking Officials.
Democratic Party representatives Kang Jun-hyun, Kim Moon-soo, Kim Yong-min, Min Hyung-bae, and Jang Kyung-tae held a press conference at the National Assembly, stating, "We will complete prosecutorial reform this time" and added, "Now is the time to fulfill the people's demands; we can no longer delay or prolong this matter."
The prosecutorial reform plan consists of the 'Bill to Abolish the Prosecutor's Office', the 'Bill on the Establishment and Operation of the Public Prosecutor's Office', the 'Bill on the Establishment and Operation of the Serious Crime Investigation Agency', and the 'Bill on the Establishment and Operation of the National Police Commission'. According to the bill, the Prosecutor's Office will be abolished, and the Serious Crime Investigation Agency will be established under the Ministry of the Interior and Safety, while the Public Prosecutor's Office will be established under the Ministry of Justice. A National Police Commission directly under the Prime Minister will also be created.
They noted, "The prosecutorial reform bills we have proposed are the beginning of normalizing the prosecutor's office," and said, "In order to separate prosecutorial investigative and prosecuting powers, we will abolish the Prosecutor's Office and establish the Public Prosecutor's Office, ensuring that terms like targeted investigation, directive investigation, and political investigation will no longer be in use."
They emphasized, "While it is important to prevent the misuse of the prosecutor's power, its fundamental role of protecting the daily lives of the people must be strengthened," and said, "We will establish a National Police Commission directly under the Prime Minister to adjust the duties and jurisdiction of the Serious Crime Investigation Agency, the National Police Agency, and the Corruption Investigation Office for High-ranking Officials and to oversee their operations."
Earlier, President Lee Jae-myung proposed a prosecutorial reform plan centered on the establishment of the Public Prosecutor's Office and the Serious Crime Investigation Agency during the presidential election period. However, the representatives mentioned, "These are our opinions, and we have not yet discussed the bill with the government."
