Independent preliminary candidate Han Duck-soo, who ran for the presidential election under the banner of constitutional amendment, said on the 7th, "The constitutional amendment proposal prepared by the Constitutional Association includes various measures for power dispersion, such as a four-year presidential term extension system, bicameral system, and a responsible prime minister system elected by the National Assembly," adding, "I will do my best to reflect their intentions as much as possible."
Candidate Han said, "There is a misunderstanding that I am trying to push for a cabinet system, so I will explain a bit more in the (constitutional amendment proposal)," he stated.
Candidate Han declared his candidacy for the presidential election on the 2nd, prominently advocating for 'a constitutional amendment to shorten the term.'
On the first day of his term, he plans to establish a 'presidential direct constitutional amendment support organization,' prepare the constitutional amendment proposal in the second year, and hold early general elections and presidential elections in accordance with the new constitution in the third year, after which he intends to step down immediately.
On the 6th, Candidate Han met with former Prime Minister Lee Nak-yon and mentioned 'the constitutional amendment coalition,' stating his willingness to cooperate in discussions for a decentralized power structure, which led to interpretations that Candidate Han is pushing for the introduction of a cabinet system.
Regarding the constitutional amendment, Candidate Han stated, "I have only suggested the core direction of checks and balances, namely decentralization, and I will leave the specific details of the power structure reform to the discussions of the National Assembly and the public."
He added, "On the 3rd, I visited the Constitutional Association, listened to explanations about the constitutional amendment proposal they have prepared, and thought it was a 'plan that the people would truly welcome,'" explaining, "It is a constitutional amendment proposal crafted by the elders of our political world, and it particularly aligns with the wishes of the people who want to directly elect the president."
On that day, Han's spokesperson Lee Jeong-hyun also met with reporters, stating, "The candidate said he 'agrees' with the proposal prepared by the Constitutional Association. It did not include a cabinet system." He emphasized, "I have never favored nor proposed a cabinet system, and distorting this as pushing for a cabinet system is not good politics. I clearly state that it is absolutely not true."
