Jin Seong-jun, chairperson of the policy committee of the Democratic Party of Korea, proposed a bill on the 8th regarding the establishment of a special law for compensation and support for damages caused by the '12·3 emergency martial law situation.'
The essence of the special law is compensation for physical and mental damages suffered by the public during the emergency martial law situation declared by former President Yoon Suk-yeol, as well as support for trauma treatment.
It also includes the establishment of the '12·3 emergency martial law damage compensation committee' to conduct fact-finding investigations regarding public damages.
Chairperson Jin said, 'Citizens resisted against the police and martial law forces to prevent the emergency martial law, and in that process, they suffered injuries and property damage,' adding, 'Many citizens are still expressing mental difficulties such as sleep disorders, depression, and lethargy due to trauma.'
He further stated, 'The Constitutional Court confirmed that the emergency martial law was clearly unconstitutional when it decided to impeach former President Yoon,' and noted, 'Since the damages arose from the state's unconstitutional and illegal actions, compensation and support at the national level are absolutely necessary.'
He also said, 'With the enactment of the special law, we hope to provide some relief to the public and completely end the insurrection situation,' expressing hope that the enactment of the special law will offer some comfort to those who suffered due to the emergency martial law.
