In the by-election for the Guro District Office held on the 2nd, Democratic Party candidate Jang In-hong was elected.

According to the results announced by the National Election Commission, Candidate Jang received 50,639 votes (56.03%), defeating Liberty Unification Party candidate Lee Kang-san, who garnered 28,946 votes (32.03%). The National Innovation Party candidate Seo Sang-bum received 6,660 votes (7.36%), and Progressive Party candidate Choi Jae-hee received 4,122 votes (4.56%).

Previously, the Democratic Party had ceded the district office position to the People Power Party's Moon Heon-il, a former district office head, after 12 years in 2022. However, Moon resigned last October after refusing to accept a blind trust of company shares valued at 17 billion won, leading to a successful return to the district office through this election. The People Power Party did not nominate a candidate.

Elected candidate Jang, who is a Guro native and a civic activist, served as a Seoul City councilor from 2014 to 2022 for the 9th and 10th terms. He held positions such as the chairperson of the Seoul City Council's Education Committee and a specialist member of the Presidential Committee on National Balanced Development.
