Candidates included Bae, Democratic Party candidate Hwang Tae-sung, independent candidate Lee Chang-jae, and independent candidate Lee Sun-myung, competing in the election.

Meanwhile, in the Daegu City Council election (District 6 of Dalseo), held on the same day as the Gimcheon mayoral by-election, People Power Party candidate Kim Joo-beom was elected, and in the Goryeong County Council election (District 2 of Goryeong), People Power Party candidate Na Young-wan was elected.
