Kweon Seong-dong, the floor leader of the People Power Party, said on the 29th that he would file charges against 72 individuals, including first-term lawmakers from the Democratic Party who threatened to impeach acting Prime Minister Han Duck-soo and all ministers, as well as Representative Lee Jae-myung and broadcaster Kim Eo-jun, for inciting insurrection.
On the same day, Kweon noted at a press conference in the National Assembly, “Behind the impeachment warning from the Democratic Party's first-term lawmakers are Representative Lee and Mr. Kim. This is an insurrection conspiracy announced under the instructions of Mr. Kim and with the approval of Representative Lee.” He added, “I will report all 70 first-term lawmakers of the Democratic Party, along with the coup leader Representative Lee and Mr. Kim, for conspiracy and inciting insurrection.”
The Democratic Party's group of first-term lawmakers, ‘Demuncho,’ held a press conference the previous day at the National Assembly, stating, “If Acting Prime Minister Han does not appoint Constitutional Court Judge nominee Ma Eun-hyeok by the 30th, we will initiate impeachment procedures again,” and added, “We issue the same warning to all ministers. If the acting prime minister is succeeded and the nominee Ma is not appointed, we will impeach immediately without question.”
Kweon asserted, “Overthrowing or making impossible the function of state agencies established by the constitution through coercion is a violation of the constitution,” and claimed, “Conspiring to threaten the executive branch itself is a crime of conspiracy to insurrection and inciting insurrection.”
He continued, “The very idea of completely paralyzing the executive branch is treason. Threatening ministers is no different from a terrorist's announcement of beheading,” and criticized, “The statement ‘we will impeach immediately without question’ disregards the legal process of impeachment.”
Kweon claimed, “Going to such lengths to appoint nominee Ma is a declaration to forcibly seize the Constitutional Court using parliamentary power,” adding, “Not appointing nominee Ma does not obstruct the usual operation of the Constitutional Court in any way.”
He added, “We just need to follow whatever the 8 judges decide, whether it is to accept or deny the impeachment of President Yoon,” and pointed out, “I don’t know if the Democratic Party is doing this because they believe the Constitutional Court’s deliberation will be unfavorable to them, but pushing to appoint nominee Ma while destroying constitutional order is an attitude of disregarding constitutional institutions.”
