On the afternoon of the 27th, Speaker Woo announced a statement in the National Assembly Speaker's office, saying, "The longer the ruling is delayed, the greater the chaos our society will have to endure."

He noted, "With the retirement of two Constitutional Court justices approaching in about three weeks, and despite the ruling of unconstitutionality, the appointment of the National Assembly’s nominee (Moon Eun-hyuk) continues to be delayed," adding, "The opposition and conflict surrounding this issue are growing stronger."

He stated, "The National Assembly is both the accuser of the presidential impeachment and the victim of the emergency martial law declared on Dec. 3," and emphasized, "Nonetheless, I have refrained from directly expressing my position until now because I believe the independence and credibility of the Constitutional Court are paramount in preserving the constitutional order of South Korea."

However, he explained the context of his statement, saying, "Many citizens are asking, 'When will this situation end? I can't live with this anxiety any longer,' and stressed that, "It cannot be considered a normal constitutional order when the majority of citizens express their anxiety, and the division of public opinion continues to shake the foundation of our community."

He added, "There is no time for the Constitutional Court without the time of the people."

Speaker Woo emphasized to Acting President Han Duck-soo the importance of promptly appointing Constitutional Court justices.

He remarked, "How can Acting President Han seek cooperation from the people while he is leading a state of constitutional violation and national disgrace?" and added, "The only path for South Korea, where the people are the masters, and where our fellow citizens have built this nation, is to resolve uncertainties as quickly as possible and to restore the damaged constitutional order."
