Krafton said on the 19th that creative studio Neon Giant presented a case study on building the Unreal Engine 5-based open-world city "Port Desire" at the game development event "Unreal Fest 2026," held in the United States from the 16th to the 18th.
Tor Frick, creative director at Neon Giant, introduced the city-building approach of the new title "NO LAW" during a presentation on the 17th (local time). Neon Giant is a compact elite studio of about 20 veteran developers, and, under the development principle of "density over scale," built the game's main setting, the port city of Port Desire.
The city was realized using the studio's proprietary tools along with Unreal Engine 5 technologies. Through "Nanite," Neon Giant delivered hand-polished details and high visual density in a seamlessly connected urban environment with no loading screens. It also combined "Lumen" and "MegaLights" to implement a real-time lighting and weather system with hundreds of light sources operating simultaneously.
The presentation also revealed how the city's lighting and environment feed into gameplay. If a user shoots a streetlight to shroud a specific area in darkness, enemies react differently to changes in light, shadow, and sound. The development team also combined PCG, Niagara data channels, and Chaos physics to create a world where thousands of environmental particles and destruction effects respond to the user's actions.
Director Tor Frick said, "Thanks to the latest technologies in Unreal Engine 5, we were able to overcome the constraints that had long blocked development and complete the world we wanted to build for years without compromise," adding, "We look forward to the day users can experience Port Desire firsthand."
NO LAW is an immersive open-world FPS set in the cyber-noir-style port city of Port Desire. Users, as former soldier Gray Hacker, can play the city in various ways, including stealth infiltration and frontal assaults. NO LAW is in development for PC, PlayStation 5, and Xbox Series X|S, with Krafton handling publishing.
