At the meeting, the association reported key achievements from 2025, set the business direction for 2026, and also appointed a new leadership team to lead the association going forward.
New chair Shin Jang-ho currently serves as CEO of ITCEN ENTEC. From 2022 to 2025, Shin served as CEO of Ssangyong Information & Communications, and in 2021, led the public sector at Ssangyong Information & Communications. Before that, Shin served as CEO of Soft ITech and as head of the public projects division at ITCEN.

Early in the career, Shin worked at Cheil Bank (Standard Chartered Bank Korea). Shin earned a master's degree in industrial information management from the Graduate School of Engineering at Yonsei University and a bachelor's degree in economics from Sungkyunkwan University.
In the inaugural address, Shin said, "Our IT services industry has long built the foundation of Korea's digital environment across both the public and private sectors," and noted, "I feel a heavy responsibility to represent the industry."
Shin also said, "Digital technologies, including artificial intelligence, are fundamentally transforming industry at large, the nation, and our lives," and emphasized, "It is time to examine whether existing laws and systems sufficiently reflect the pace of technological progress and whether the value and role of IT services in the AI era are being properly recognized."
As priority tasks during the term, Shin proposed guaranteeing fair compensation for public software projects, establishing reasonable change orders and flexible contracting systems, and promoting remote development.
Shin said, "In the AI era, the association will actively support member companies in strengthening their capabilities so that IT services can lead AX across all industries," and added, "We will faithfully serve as a bridge so the public and private sectors can collaborate based on trust."
