The Samsung Electronics union claimed that the Samsung Electronics Business Support TF directly intervened in Samsung Biologics' personnel evaluations. It said that the personal information leak, known as the "People Team incident," revealed signs of group-level control over personnel.
On the 10th, the Samsung Electronics chapter of the Transcorporate Labor Union made this claim in a post titled "Summary of atrocities by the Samsung Group Business Support TF and People Team."
The controversy began on the 6th at Samsung Biologics. It was confirmed that the People Team, the HR organization, exposed through an internal shared folder sensitive personal information—such as resident registration numbers, educational backgrounds, salaries, and performance ratings—so that employees could view it. The personal information of about 5,000 people was disclosed in a state accessible to anyone inside the company, and the folder reportedly also included HR management materials such as grade distribution ratios, evaluator lists, and a potential pool for low ratings.
The Samsung Electronics chapter of the Transcorporate Labor Union claimed that evidence was found in these materials that the Business Support TF, an organization at Samsung Electronics headquarters, intervened in personnel evaluations of affiliates. In the post, the union said, "The Business Support TF instructed, via messenger, the head of HR at Biologics to 'pay retention bonuses to only certain people compared to competitors' and to 'give more low ratings to employees.'" It also included a report by the HR head that "a majority union could form due to the wage increase rate issue." The union interpreted this as meaning that "in effect, the Business Support TF oversaw all personnel management."
It also said, "Measures to prevent leaks of People Team materials, such as bans on saving internal emails and restrictions on copying materials, are being implemented at each affiliate, including Samsung Electronics," and claimed, "Through these materials, we confirmed that the entire Samsung Group is being managed in detail through the Business Support TF."
