The Ministry of Science and ICT said on the 4th that the Songpa information and communications technology (ICT) security cluster development project passed the preliminary feasibility study by the Korea Development Institute (KDI).
The Songpa ICT security cluster development project will develop 52,000 square meters near Garak Market Station in Songpa, Seoul, the site of the Central Radio Management Service under the Ministry of Science and ICT, to cluster eight cybersecurity-related institutions in two buildings. The project cost is 541.7 billion won.
Cyber incident response agencies such as the Korea Internet & Security Agency (KISA), the National Intelligence Service (NIS), the Financial Security Institute, and the Korea Information & Communication Promotion Association (KAIT) will move into the new buildings.
Through this, they plan to discuss cybersecurity information-sharing and the development of prevention measures, and, in the event of an attack, to cooperate on the series of response tasks—prevention, blocking, and recovery—and push them forward in real time and organically.
Educational institutions such as the Korea Information Security Industry Association (KISIA) and the Korea Radio Promotion Association (RAPA) will also move in and focus on training security professionals and white-hat hackers. Public institutions that perform tasks such as product testing/certification and technical support will also be gathered in one place.
This development will proceed in three phases. Phase one is the reconstruction of the Central Radio Management Service (8,800 square meters), phase two is the construction of the aforementioned ICT security cluster, and phase three is the construction of private office facilities (17,000 square meters).
Phase one is scheduled to break ground next year, and for phase three, detailed implementation plans are being prepared so that private institutions and individuals (related to security), including corporate-tenant buildings and officetels, can move in later.

With the establishment of this ICT security cluster, we will be able to create a turning point for a breakthrough in Korea's security capabilities and system."
