OpenAI said on the 23rd it will release a policy proposal report presenting a strategy for advancing Korea's artificial intelligence (AI) industry, titled "AI in Korea: OpenAI's economic blueprint."
OpenAI said in the report that Korea can accelerate its AI transition through cooperation with frontier AI developers like the company. It cited as key areas of collaboration: operating infrastructure to secure GPUs and computing resources; strengthening capabilities for stable deployment of large-scale models; and establishing a data governance framework.
OpenAI proposed that Korea should pursue a "dual-track strategy" that combines building an independent AI ecosystem with global cooperation. The key, it said, is to maintain the government's direction of strengthening digital sovereignty while improving technology access and industrial utilization through strategic collaboration with global frontier corporations like OpenAI.
In particular, OpenAI cited its recent agreements with Samsung Electronics, SK, and the Ministry of Science and ICT (MSIT) as examples, saying Korea has become a key participant in the global AI infrastructure project "Stargate." It emphasized that this kind of country-level cooperation by OpenAI is the first case to emerge in the Asia-Pacific region.
The report recommended advancing collaboration in stages, starting with sectors where quick effects are expected, including industry, small and medium-sized enterprises (SMEs), health care, and education. OpenAI projected that this approach could, over time, evolve into an "AI national package" that combines technology, finance, and policy, forming the foundation of a robust "K-AI ecosystem."
Chris Lehane, OpenAI's chief global affairs officer, said, "As we enter a new age of intelligence, Korea has the opportunity to demonstrate historic leadership based on its strengths in semiconductors, digital infrastructure, talent, and government support," and added, "This approach will position Korea not merely as a technology taker but as a provider of scalable AI systems that sets global standards and earns trust."
