Personal Information Protection Commission Chairperson Song Gyeong-hee, referring to recent hacking incidents at KT and Lotte Card, said, "These kinds of incidents do not happen because of a momentary mistake," adding, "What should have been done remained inadequate and then appeared as a single incident."
Chairperson Song visited the press room on the 20th for the first time since taking office and made these remarks. Song emphasized, "We should use this incident as an opportunity to identify the problems accurately and make improvements."
Regarding the sanctioning approach for personal information leaks, Chairperson Song said, "I consider shifting to a preventive system (rather than post-incident sanctions) a very important task," adding, "Once a leak occurs, it is hard to know how the leaked information is used," and, "If we can move to a preventive system, stopping it as much as possible is what allows the public to feel at ease and is, I believe, expense-efficient."
In response to a question about future plans, Song said, "Data is the most core part of artificial intelligence (AI)," adding, "As I mentioned in the inaugural address, I am considering how we can build a trust-based foundation while making use of (data)."
On the standards for imposing a penalty surcharge, Song said, "I think we need to make factors such as the extent of the leak and whether the maximum possible efforts were made in advance more precise," adding, "If efforts were made beforehand, we should establish the perception that leniency can be considered even if an incident occurs."
In response to the question, "Is there any progress regarding the Frak report that is under internal analysis?" Song said, "We are currently investigating and reviewing various matters, and it seems there is nothing in particular that has been found to a degree worth mentioning yet." Song added, "We are conducting additional investigations a bit more in depth," and, "I think there will be an opportunity to brief you once the matters under investigation are organized."
