The Ministry of Science and ICT announced on the 18th that the revision of the "Enforcement Rules of the Information and Communications Business Act," which mandates the appointment of information and communications equipment maintenance and management personnel for large buildings, will take effect on the 19th.
Under the revision, building owners or managers must appoint facility managers or outsource inspection tasks to specialized companies for buildings with a total floor area of 5,000 square meters or more. Additionally, the implementation will be phased in starting with large buildings of 30,000 square meters or more, while buildings of 10,000 to 30,000 square meters and 5,000 to 10,000 square meters will be subject to this rule starting July 19 of next year and the year after, respectively.
The management entity is required to have technicians of appropriate grades according to the size of the building, and the management entity must appoint facility managers accordingly. The maintenance and management cycle is set to once every six months, while performance inspection cycles are set to once a year.
The management entity must appoint facility managers within 30 days of the implementation of the system and must report to the district office within 30 days from the date of appointment. If the management entity fails to appoint a facility manager within the deadline or does not conduct inspections, it may incur fines of up to 3 million won.
However, the Ministry of Science and ICT decided not to impose fines for those who appoint facility managers by the initial maintenance and management inspection deadline of January 18 of next year to alleviate the burden on the management entities and minimize confusion on site.
