The Ministry of Science and ICT announced on the 30th through a legislative notice that it will periodically check compliance with registration requirements for 'text message service providers'.
The amendment to the Enforcement Decree of the Telecommunications Business Act will be introduced after a legislative notice from today until July 9. This law, amended on March 18 and set to take effect on September 19, specifies matters, methods, and procedures for checking compliance with registration requirements for text message service providers. It reflects follow-up measures from the 'comprehensive measures to prevent illegal spam', which includes ▲ strengthening registration requirements to prevent the entry of ineligible service providers ▲ regularly checking compliance with registration requirements and the implementation status of registration conditions ▲ and the expulsion of habitual service providers that neglect illegal spam.
The law stipulates that internal dedicated staff, excluding representatives, must carry out spam prevention measures. The paid-in capital required for registration as a text message service provider has been increased from 50 million won to 300 million won.
The Ministry of Science and ICT and the Korea Communications Commission can check the compliance with registration requirements and the implementation status of registration conditions for text message service providers based on their respective authorities. Standards for penalties have also been established to allow for the suspension of business or cancellation of registration for service providers that fail to meet registration conditions or do not comply with corrective orders regarding illegal spam under the Telecommunications Business Act.
Lee Do-kyu, director of communication policy at the Ministry of Science and ICT, said, 'With this amendment to the enforcement decree, it will be easier to prevent the entry of ineligible service providers into the market and expel violators, thereby establishing the foundation for eradicating illegal spam through market normalization.'
