Minister Yoo Sang-im of the Ministry of Science, Technology, Information and Communication said he does not know the specifics of the situation between the National Assembly's approval of the martial law repeal and the Cabinet meeting. The Democratic Party of Korea raised doubts on the morning of the 4th about whether there was an attempt to maintain martial law, noting that, although the martial law repeal was passed by the National Assembly at 1 a.m., the invitation for Cabinet members to attend the meeting was not sent until 2:30 a.m.

During the morning session of the National Assembly's Science, Technology, Information and Communications Committee on the 13th, Representative Hwang Jung-a of the Democratic Party of Korea said, “If the decision to lift the martial law was made at the National Assembly at 1 a.m. on the 4th, it should have been carried out immediately,” adding, “However, after President Yoon Suk-yeol had a separate meeting with military officials in the Joint Chiefs of Staff's underground bunker at 1:30 a.m., only at 2:30 a.m. did they begin contacting the ministers to gather for the Cabinet meeting. The martial law repeal Cabinet meeting was held at 4:27 a.m.”

Hwang noted, “If the Cabinet members were not opposed to the repeal of martial law, then why was the meeting delayed so long?”

Minister Yoo said, “In order to deliberate on the repeal of martial law at the Cabinet meeting, the Cabinet members must gather, and we were just waiting for that,” adding, “I do not know the specifics of the situation between the National Assembly's decision on the martial law repeal and the Cabinet meeting.”
