Ukraine said on the 10th (local time) that it carried out successive attacks on key energy infrastructure inside Russia, including refineries, crude oil terminals, storage facilities and oil tankers.
According to Reuters and others, Ukraine's General Staff said on Telegram that a fire broke out at the Ilsky refinery in Russia's southern Krasnodar region and that it also struck the Ust-Luga refining complex in the Leningrad region.
Ukraine President Volodymyr Zelensky also posted a video of burning Russian oil facilities on social media right after the North Atlantic Treaty Organization (NATO) summit ended on the 7th–8th. The video showed oil storage facilities in Russia's Stavropol and Tver that were hit by Ukrainian drone attacks during the summit, and a Russian crude oil pumping station 1,500 kilometers from Ukraine.
Robert Brovdi, commander of Ukraine's drone unit, claimed to have attacked 10 Russian oil tankers in the Sea of Azov, adding that about 50 (Russian) fuel carriers were damaged just this week.
According to multiple sources and Reuters analysis, the attacks are estimated to have reduced Russia's gasoline output to about 65% of normal levels. Regional authorities in Russia said that as many as four refineries were hit by Ukrainian attacks just the day before.
Ukraine has in recent months continued an offensive targeting Russia's key oil facilities and related logistics networks. As concerns over domestic fuel supply shortages grow, Russia has found itself considering countermeasures such as restricting diesel exports.
