According to the state-run Xinhua News Agency, the Political Bureau of the Central Committee made this decision during a meeting on the same day. The meeting was chaired by President Xi Jinping, and the main agenda items for the plenary session are expected to include a work report from the Central Committee and a review of recommendations for the 15th Five-Year Plan.
The Communist Party of China holds a national congress (party congress) every five years. General Secretary Xi Jinping began his term at the 18th Party Congress in 2012 and is currently in his third term. At the party congress, the Central Committee is formed, and plenary sessions of the Central Committee are convened once a year; this 'plenary session of the Central Committee' is abbreviated to 'plenary session'. The plenary session discusses major national policy directions and issues concerning high-ranking officials in the party, government, and military.
The meeting evaluated that the period of the 15th Five-Year Plan, which is a major agenda item for the plenary session, is a "crucial time to lay the foundation for realizing socialist modernization and to fully concentrate efforts," noting that "opportunities and risks coexist, and amid increasing uncertainty and unpredictability, the Chinese economy has the conditions and trends necessary to continue a long-term upswing."
The meeting assessed, "This year, under the strong leadership centered around Xi Jinping, various regions and institutional sectors have actively taken action, overcome challenges, and swiftly implemented more proactive and effective macroeconomic policies, allowing the Chinese economy to advance steadily and achieve new results in high-quality development."
It emphasized the "Xi Jinping thought on socialism with Chinese characteristics for a new era" and stated the need to fully implement the new development philosophy while maintaining an overall policy direction of "progress amid stability."
