Korea Federation of Small and Medium Enterprises said on the 29th that it identified 30 regulatory improvement tasks in three categories—easing, clarifying, and strengthening—and submitted them to the Public-Private Joint Task Force for Regulatory Rationalization.

The Public-Private Joint Task Force for Regulatory Rationalization is a body in which economic groups and corporations participate to identify and improve regulations on the economy and everyday livelihoods in line with the new administration's policy direction.

KBIZ presented tasks that require regulatory improvements by reflecting on-site opinions from each industry.

The hydrogen electric vehicle industry said hybrid hydrogen vehicles are not recognized as low-emission cars and are therefore excluded from subsidies and tax benefits, and it called for expanding the criteria for classifying eco-friendly cars. Regarding regulations on the types of businesses allowed in industrial complexes, it was noted that the pace of institutional change is not keeping up with industrial restructuring, restricting the entry of similar businesses and increasing vacancies.

The medical device industry said it takes an average of three to five years from Ministery of Food and Drug Safety approval to the New Health Technology Assessment, but repeated reapplications occur because the standards for the grace system are unclear. The digital asset industry requested enactment of a Digital Asset Basic Act, saying that although related markets such as stablecoins are growing, the lack of legal provisions makes it difficult to design business models in the first place.

The construction industry raised the need for strengthened regulations. It offered the view that using mobile phones during work at construction sites increases accident risks and that, as with drivers or railway control personnel, restrictions on mobile phone use during work are needed for construction workers as well.

Kim Ki-moon, head of KBIZ, said, "The government is making various efforts for regulatory rationalization," and added, "We hope the Public-Private Joint Task Force for Regulatory Rationalization will review tasks from the perspective of on-site users and that communication on the outcomes will also be strengthened."
