Eighteen months have passed since the rollout of a service (Silson24) that allows easy filing of claims for indemnity health insurance, but only 28.4% of medical institutions have adopted the system. The financial authorities and the insurance industry plan to provide technical support and incentives to participating hospitals and clinics to boost Silson24, and to add a feature to check enrollment in other insurance policies such as dental insurance.
The Financial Services Commission held a meeting on the 15th with the Financial Supervisory Service, the Korea Insurance Development Institute, and the life and non-life insurance associations to review the digitalization of indemnity insurance claims and decided to push forward with these measures to activate claims digitalization.
In 2024, the digitalization of indemnity insurance claims was expanded to hospital-level medical institutions and public health centers (phase 1, 8,000 facilities), followed by clinics and pharmacies (phase 2, 97,000 facilities). As of the 1st of this month, the completion rate of linking with care institutions is 28.4%, with hospital-level institutions and public health centers at 56.1% (4,377 facilities), and clinics and pharmacies at 26.2% (25,472 facilities).
The number of claims filed through Silson24 stands at 1.8 million, a low level compared with the total number of contracts (39.15 million).
To improve consumer convenience, the financial authorities linked Silson24 with the Credit Information Center's service to enable batch inquiries of other insurance policies and strengthened connections with insurers' and financial institutions' applications (apps). They will also support the use of the claims digitalization service via financial institution apps such as banks and card companies without enrolling in Silson24. Usage will be encouraged by linking with platform map services such as Alimtalk and Naver Map.
To encourage participation by hospitals that use electronic medical record (EMR) vendors but have not yet joined the service, the Korea Insurance Development Institute will directly provide the necessary technical support.
The Financial Services Commission (FSC) said, "We will actively persuade care institutions and EMR vendors that have not joined Silson24, and we plan to review consumer inconveniences in using claims digitalization and work to improve service convenience and satisfaction."
