Actor Kim Sa-rang, amid controversy over national tax delinquency, was found to have paid all taxes earlier this month.
According to OSEN reporting on the 16th, Kim Sa-rang paid all delinquent taxes on the 9th of this month, before the delinquency controversy surfaced.
News of Kim Sa-rang's delinquency was belatedly revealed the previous day through a media report. The outlet reported that an apartment Kim Sa-rang owned in Gimpo, Gyeonggi Province was seized by tax authorities on the 6th of last month due to national tax delinquency.
The official announced value for the seized Gimpo apartment was about 366 million won as of January this year, and the recent market price reaches about 600 million won. However, according to the National Tax Service and others, tax authority seizures of real estate are executed based on the "officially assessed value," not the actual transaction price. Also, because seizures are carried out by parcel or unit number, even if the delinquent amount is considerably smaller than the officially assessed value, the entire property may be subject to seizure.
In this regard, OSEN confirmed that Kim Sa-rang had already paid the delinquent amount on the 9th of this month. After receiving the first notice regarding tax delinquency around March, a seizure proceeded while preparing payment, and Kim Sa-rang paid the overdue taxes over two days on the 8th and 9th of this month.
It was confirmed that Kim Sa-rang was unaware of the apartment seizure. In fact, under the National Tax Collection Act there is no obligation to give advance notice of a seizure. Because a seizure can proceed without separate prior notification after a demand letter is sent, Kim Sa-rang did not receive notice of the seizure and therefore did not know about it.
To lift a real estate seizure, one must apply for seizure release separately with proof documents after paying the delinquent amount. Therefore, although the seizure remains listed on Kim Sa-rang's apartment register for now, it is expected to be removed after tax authorities review the submitted proof during the subsequent certification procedure.
A close associate of Kim Sa-rang told OSEN, "The register shows a seizure took place on April 6, but she did not know about that. Around March she received the first notice of tax delinquency, and while preparing to pay it a seizure occurred. Because she does not check the register daily, she did not realize the seizure even after paying the taxes, and only learned of it after seeing the report."
They added, "She learned of the delinquency and began paying the taxes on May 8. She paid over two days, the 8th and 9th, and now there are no delinquencies at all," emphasizing, "She had already completed payments before the report came out, and she has also finished paying the comprehensive income tax (final income tax) that was recently reported."
Kim Sa-rang's side also acknowledged the wrongdoing, saying, "It was wrong that the taxes were delinquent. We will make sure this does not happen again," and added that they will carefully verify dates so that payments are made faithfully and on time to prevent the same mistake from recurring.
