The government expects large crowds to gather for the group BTS's Gwanghwamun performance and will issue a 'crowd disaster' crisis alert at the "caution" level on the day of the concert.
On the 11th, the Ministry of the Interior and Safety, chaired by Minister Yoon Ho-jung, held a "BTS comeback event crowd safety management interagency countermeasure meeting."
This meeting was prepared to inspect agency-specific measures to prevent safety accidents, as a large crowd is expected, including about 22,000 spectators who received tickets at home and abroad for the BTS comeback event scheduled to be held around Gwanghwamun in Seoul.
At the meeting, Minister Yoon carefully reviewed the crowd safety management measures released by each agency and emphasized that government capabilities should be unified through interagency cooperation to prevent safety accidents caused by crowding.
The Ministry of the Interior and Safety will heighten public awareness of crowding and concentrate the safety management capabilities of related agencies, and will proactively issue a 'crowd disaster' crisis alert at the "caution" level for Jongno-gu and Jung-gu in Seoul from 0 a.m. on the 21st through the 24th.
Accordingly, the Ministry of the Interior and Safety (MOIS) and the police will form a situation management team as a mandatory component, and local governments will establish rapid response teams prepared for emergencies, firmly building a monitoring and response system.
On the 19th and 20th, a "government joint safety inspection team" involving the public and private sectors will be formed to pre-check the overall safety management of the event, and before the event, Minister Yoon Ho-jung will personally tour the event site to make final inspections of locations with a high risk of crowd accidents.
A field situation room will be operated to allow each agency to share real-time information on event progress, and an on-site situation manager from the Ministry of the Interior and Safety will be dispatched to major crowding points to provide close support for on-site crowd management.
The Ministry of Culture, Sports and Tourism will provide consultation on performance safety and inspect stage facilities and seating, and the Ministry of Health and Welfare will establish in advance a dispatch system for public health center rapid response teams and disaster medical assistance teams (DMAT) to prepare for emergency patients.
The police will focus on maintaining order and ensuring security around the venue and preventing terrorism, and the fire department will thoroughly prepare for safety accidents by stationing rescue and emergency medical personnel and ambulances throughout the site.
The Seoul city government will activate the citizen safety countermeasure headquarters to verify the implementation of the safety management plan and support all aspects of event operations, including providing convenience services (toilets, foreigner guidance, etc.) and cleaning up disorderly behavior (illegal street vendors, illegal parking, etc.).
In addition, safety guidance text messages will be sent near the venue, and safety rule videos will be broadcast using large electronic billboards on surrounding buildings to encourage orderly viewing.
The government plans to continue thorough safety management not only for this event but also for BTS's world tour performances scheduled thereafter in preparation for large crowd gatherings.
Minister Yoon Ho-jung said the government will prioritize the safety of everyone enjoying the event and will spare no effort to secure safety at the event site so that "K-safety," befitting the stature of K-culture, can be showcased to the world, and asked that at this event watched by the world, each person see themselves as the protagonist of safety and demonstrate mature safety awareness by actively cooperating in maintaining order at the site.
Meanwhile, BTS will release "ARIRANG" at 1 p.m. on March 20. On the next day, the 21st, they will hold "BTS comeback live: ARIRANG" (BTS THE COMEBACK LIVE|ARIRANG) in the Gwanghwamun plaza area.
