Posts that hint at what 'Chungju man' Assistant Deputy Director Kim Seon-tae, who ran the official Chungju City, North Chungcheong Province, YouTube channel, might have been like within the civil service are being released one after another.
On the 15th, a post titled 'The reason I hate Chungju man is exactly this' was published on the employee community Blind.
The post contained remarks such as 'They do local government promotion well and save taxes and whatever ← not my concern', 'Because of Chungju man there was a boom in SNS promotion and workload increased', 'Why can't we be like Chungju man, chaos', 'A privilege of not rotating alone', 'Not the same agency but took the promotion T.O.', 'Promotion is not originally given because someone works hard but by seniority, so no matter how much unseen hardship you endure you won't get promoted' and others.
Comments such as 'Chungju man did nothing wrong, that's the kick' and 'Chungju man did nothing wrong. But people dislike him' were added to the post.
Earlier on Blind, a public servant posted 'Chungju man was a cancerous presence in the civil service.' The public servant who wrote the post said, 'Others have to serve 20 years to get promoted to grade 6 head of team, but he clicked and received it. Because he promoted via YouTube he didn't do rotational duties, so how much would he have been disliked internally. Traditionally the civil service never tolerates someone who does better or stands out. He himself acknowledged that many people disliked him, and now that he's gone it should become harmonious and peaceful.'
This suggests that while Chungju man led a change in how public institutions promote themselves, he was a misfit in the so-called 'geusase' (the world they live in) where public servants live.
Assistant Deputy Director Kim Seon-tae was in charge of producing and managing YouTube content and earned the nickname 'Chungju man.' Through short-format planning, a distinctive B-grade sensibility and on-site editing, he led a change in how public institutions promote themselves.
After submitting his resignation to the personnel department on the 13th and then starting a long leave, Assistant Deputy Director Kim Seon-tae said, "I entered the civil service 10 years ago and have lived as Chungju man for seven years; I am now going to say goodbye. Meanwhile, after news of Assistant Deputy Director Kim Seon-tae's resignation submission, Chungju City's YouTube, which had 970,000 subscribers, fell to 860,000 as about 100,000 people unsubscribed.
