Singer Sung Si-kyung's one-person agency was handed over to prosecutors on charges of operating an "unregistered agency," with his older sister, who served as CEO, transferred to prosecutors and Sung Si-kyung himself receiving a decision of non-prosecution.
On the 10th, the Seoul Yeongdeungpo Police Station said it had sent Sung Si-kyung's older sister, a person surnamed Seong, and the agency SK Jaewon to prosecutors without detention on charges of violating the Popular Culture and Arts Industry Development Act. Meanwhile, it said it decided not to prosecute Sung Si-kyung, who had been jointly accused, saying the charges were not recognized.
SK Jaewon is a one-person agency with Sung Si-kyung as its only affiliated artist, operated with a person surnamed Seong serving as CEO. The problem is that the corporation carried out management work without registering as a popular culture and arts planning business with the Ministry of Culture, Sports and Tourism.
Under the current Popular Culture and Arts Industry Development Act Article 26, entertainment management operators above a certain scale must register their popular culture and arts planning business with the Ministry of Culture, Sports and Tourism, and if they violate this, they may face up to two years in prison or a fine of up to 20 million won.
The police said their investigation found that the actual operator of the corporation was CEO a person surnamed Seong. In contrast, regarding Sung Si-kyung, they found insufficient objective circumstances to conclude he directly participated in running the agency and, noting he was more similar to the status of an artist, decided not to prosecute.
In this regard, Sung Si-kyung's side said the same day that they had "officially received the registration certificate," announcing that follow-up measures had been completed. In an official statement they said they had "followed the guidance on the registration grace period for popular culture and arts planning businesses announced in September and proceeded with the necessary procedures without issue," and explained that they "officially received the registration certificate on Nov. 27, 2025." They added, "We will continue to work diligently to accurately convey the facts to the relevant agencies."
Earlier, Sung Si-kyung also acknowledged the fact of the legal violation itself. In a personal statement he said, "It was clearly the company's fault that it failed to recognize the introduction of the new system and did not complete the required education and registration," and added, "I deeply reflect on this." He stressed, however, "There was absolutely no intent to omit income or commit tax evasion, and we have reported transparently through an accountant."
Meanwhile, Sung Si-kyung has been going through a hard time after it was revealed he suffered fraud worth several hundred million won by a former manager. On the 9th, he indirectly shared his feelings by saying on his YouTube content Sung Si-kyung's Bureutende that "I'm really in a low state right now." He later confessed via social media that he had experienced the pain of "having trust broken by someone I thought of like family."
